Gang and Drug Unit
The Dane County Narcotics and Gang Task Force is a
multi-jurisdictional law enforcement group, consisting of federal,
state and local agencies, operating throughout Dane County.
- Identify, arrest and seek prosecution of drug offenders,
including street-level users and sellers as well as those involved
in major trafficking and conspiracies.
- Identify, disrupt and, where appropriate, arrest individuals
involved in illegal gang activity.
- Identify, disrupt and where appropriate, seek prosecution of
individuals involved in prostitution and illegal gambling
operations.
- Develop and maintain an intelligence network for tracking drug
and gang activities.
- Disseminate information regarding drug and gang activities to
appropriate law enforcement commanders and chiefs.
- Provide drug and gang training to Dane County law enforcement
personnel.
- Support community-based anti-drug and anti-gang educational
programs.
- Solicit support of the residents of Dane County to aid in the
suppression of drug and gang activities.
- Identify and arrest fugitives and violent offenders on
warrants and apprehension requests.
The Dane County Narcotics and Gang Task Force is comprised of
personnel from the Dane County Sheriff's Office, the Madison
Police Department, and the University of Wisconsin Police
Department who are assigned to the Task Force in a full-time
capacity. In addition to these personnel, the Task Force also has
liaison officers assigned from all other member agencies, who
serve as points of contact in their respective areas.
The Task Force is overseen by the Task Force Steering Committee,
which is made up of: Sheriff Gary Hamblin - Dane County Sheriff's
Office, Chief Noble Wray - Madison Police Department, Chief
Sue Riseling - University of Wisconsin Police Department, Chief Thomas
Blatter-
Fitchburg Police Department, and Chief Greg
Leck - McFarland Police Department.
The Dane County Narcotics and Gang Task Force is organized into
two units, the Field Operations Unit and the Investigative
Operations Unit.
The role of the Field Operations Unit is to:
- Use high-visibility specialized patrol tactics to discourage
gang activities and disrupt open-air drug markets.
- As part of the Fields Operations unit the Task Force provides
K-9 services with a specially trained narcotics K-9.
- Conduct surveillance to identify and arrest drug offenders.
- Conduct door-to-door introductions to explain the operations
of the Task Force and solicit citizen reporting of criminal
activity.
- Use "knock and talk" tactics to confront suspected drug
offenders.
- Serve outstanding fugitive warrants related to guns, gangs and
drugs.
- Assist Probation and Parole agents in monitoring clients.
- Identify, investigate and seek prosecution of mid and high
level drug dealers.
- When available, investigate and/or assist with other
significant drug investigations.
- Work with Federal, State and local agencies on conspiracies
which affect drug activities in Dane County.
In 2002, the Task Force continued to focus on disrupting and
arresting mid and high-level drug traffickers. Through active
partnership with agencies such as the Drug Enforcement
Administration, the Federal Bureau of Investigation and the
Wisconsin Department of Justice - Division of Narcotics Enforcement,
the Task Force was able to work several large-scale investigations.
